Project Manager/Construction Manager vs. Architect

PROJECT MANAGERARCHITECT
Works with the OWNER to establish the project’s OVER-ALL budget, not just the Construction budget.
Insures the project is designed and constructed within that budget
Normally depends upon the OWNER to provide him with the Construction budget. Their fees are normally based upon a percentage of the construction budget.
Assist the OWNER in acquiring OWNER provided services:

  • Permits
  • Surveys
  • Geotechnical Services
Permits, Surveys, and Geotecnical Services are the OWNER’s responsibility, however the Architect can assist the OWNER with permitting as an additional service
If new or additional property needs to be acquired the Proj. Manager (ASD) performs a site assessment to identify:
hidden environmental issues that could affect the Project’s schedule and budget.

Architects do not perform site assessments.
Insures the site is properly zoned and subdivided to accommodate the proposed project.Provides zoning services for an additional fee.

Prepares Architectural and all other contractual agreements on the OWNER’s behalf to insure:
totally protected for the OWNER and has recourse for defective work.
Provides the OWNER with the standard AIA agreement. This agreement is written in favor of the Architect and limits the OWNER’s rights and privileges. (I STRONGLY DISCOURAGE MY CLIENTS FROM UTILIZING THAT AGREEMENT).
Assist the OWNER in selecting the best and most qualified Architect to design the project. Utilize evaluation criteria Reference checks and interviewsNot applicable.
Insures that the project’s production schedule and the Project’s overall schedule are clearly identified in the agreement.Does not insure but provides input tothe project’s production schedule and can assist the OWNER in developing the project’s overall schedule.
Provides an non-biased review of the plans and specifications to insure the OWNER’s requirements are met.
Verifies the project is within budget by independent cost estimating.
Submits the documents to the OWNER for review and/or comments.
Provides non-biased information to the OWNER to enable them to make informed and timely decisions.Provides general and/or specific information on the project and focuses on the important design issues.
Insures language is included in the project to protect OWNER:

  • Contractor’s Workers Comp.
  • Performance Bonds
  • Labor and Material Bonds
  • Liquidated damages
  • Liability Insurance
  • Automobile Insurance
  • References
  • Financial status
May provide some or all of these items, however it is dependent upon the Architect’s experience.
Oversees the advertisement of the project for construction bids.Assist the OWNER in the preparation of the bid advertisement.
Represents the OWNER at the pre-bid conference and answers questions on behalf of the OWNER.
Provides minutes of the meeting to the OWNER.
Conducts the pre-bid conference and addresses all technical questions related to the project design. Normally does not provide minutes.
Analyzes bids, looking for the lowest and most qualified bidder.
Thoroughly checks the Contractor’s financial status for his ability to cash-flow the project.
Analyzes the bids, looking for the lowest bid. (His analyses may be biased. If the bid exceeds his estimate, he has to re-design at his expense).
Attends the pre-construction conference, reports to the OWNER. Works out project logistics:

  • Start date
  • Staging
  • Utilities
  • Telephones
  • Restrooms
Conducts the pre-construction conference, and assists in working out project logistics.
Provide Construction Management on-site CONTINOUSLY.

  • Takes construction photographs daily
  • Prepares daily reports
  • Observes Contractors safety practices
  • Inspects building materials and products to insure no asbestos is used.
  • Documents Contractor work progress and insure he has adequate personnel on-site.
  • Observes Contractor quality of work and directs poor quality work to be redone.
  • Protects warranties
  • Insures Project Milestones are met.
  • Provides Quality Control and orders additional testing if required.
  • Meets with the OWNER as needed to keep them informed.
Provide Construction
Administration services ONCE A WEEK.

  • Does not provide daily photographs
  • Provides reports of weekly site visits.
  • Observes safety during weekly visits.
  • Does not inspect materials and/or products for the presence of asbestos.
  • Does document the Contractors work efforts during weekly visits.
  • Does observe the Contractors quality of work during his weekly visits.
  • Does not insure that warranties are enforceable
  • Does insure milestones are being met.
  • Does not provide Quality Control services or order testing.
  • Has a pre-determined number of OWNER meetings which are identified in the agreement.
Reviews all requests for Change Orders from a non-biased view. Who’s fault is it and who should pay?
Insures the appropriate person is held accountable and bears or share in any additional costs.
Reviews Change Orders (Normally from a biased view to protect himself from liability).
Reviews the Contractor’s requests for time extensions. (Whose fault is it - the Architect or the Contractor?)Reviews the Contractor’s requests for time extensions. (Normally from a biased view to protect himself from liability.)

Attends the project’s final walk-thru and generates a punch-list. Insures the OWNER’s personnel have been trained on the operation of all equipment.Attends the project’s final walk-thru and generates a punch-list.
